INTERNET CHILD EXPLOITATION UNIT INVESTIGATION LEADS TO 10 CHARGES FOR CORNWALL MAN
Cornwall, ON – The Cornwall Police Service (CPS) Internet Child Exploitation (ICE) Unit recently conducted an investigation into a man being in possession of child pornography. As a result of the ongoing investigation, on February 9th, 2023, members of the CPS executed a search warrant at the man’s residence, at which time numerous electronic devices were seized and examined.
Male, 38, of Cornwall was arrested on February 23rd, 2023 and charged with the following:
- Access child pornography
- Possession of child pornography
- Transmitting child pornography x 2
- Make sexually explicit material available to a person under 16 years of age x 3
- Luring a person under 16 years of age x 2
- Agreement/arrangement for a sexual offence against a person under 16 years of age
It is alleged between January 2022 and February 2023, the man was in possession of child pornography, as well as distributed explicit material to individuals under the age of 16. It is further alleged the man attempted to lure and make arrangements to commit a sexual offence with individuals under the age of 16 through electronic means.
The man is scheduled to appear in court on April 6th, 2023.

BREACH
Cornwall, ON – A 15-year-old Long Sault youth was arrested on March 3rd, 2023 and charged with two counts of breach of undertaking for failing to attend school. It is alleged on February 15 and 16th, the youth failed to attend school, despite the conditions of her undertaking to attend school without truancy. Police were contacted and an investigation ensued. On March 3rd, 2023, the youth attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and held for a bail hearing. Her name was not released as per provision of the Youth Criminal Justice Act.
WARRANT
Cornwall, ON – A 42-year-old Cornwall man was arrested on March 3rd, 2023 on the strength of a warrant. It is alleged on March 2nd, 2023, the man failed to attend court for a domestic assault offence and a warrant was issued for his arrest. On March 3rd, 2023, he was taken into custody during a traffic stop and was held in custody to await a bail hearing. His name was not released as the incident stems from a domestic occurrence and would identify the victim in the matter.
WARRANTS
Cornwall, ON – Male, 48, of Cornwall was arrested on March 3rd, 2023 on the strength of multiple warrants. It is alleged in July 2022, the man forced his way into a York Street residence and removed a quantity of items, including a bank card, which he later used to make various purchases fraudulently. It is further alleged in August 2022, the man took a vehicle from someone known to him without permission. On March 3rd, 2023, the man was taken into custody during a traffic stop, at which time he was found to be in possession of a vehicle that had been reported stolen on March 2nd, 2023. Both Male, and passenger, 37-year-old Male of Cornwall, were taken into custody, charged accordingly and both held for a bail hearing.
THEFT UNDER $5000, ASSAULT
Cornwall, ON – Female, 31, of Cornwall was arrested on March 4th, 2023 and charged with theft under $5000 and assault. It is alleged on March 4th, 2023, the woman attended a Ninth Street business and removed merchandise, making no attempt to pay for the merchandise as she left the store. She was stopped by a Loss Prevention Officer, who she subsequently assaulted, and police were contacted. During the investigation, the woman was taken into custody, charged accordingly and released to appear in court on April 11th, 2023.
THEFT UNDER $5000
Cornwall, ON – Male, 54, of Cornwall was arrested on March 4th, 2023 and charged with theft under $5000. It is alleged on March 3rd, 2023, the man took a wallet that did not belong to him and police were contacted to investigate. On March 4th, 2023, he was taken into custody, charged accordingly and released to appear in court on April 6th, 2023.
THEFT OF MOTOR VEHICLE, BREACH
Cornwall, ON – Male, 20, of Cornwall was arrested on March 4th, 2023 and charged with theft of motor vehicle and breach of probation for failing to keep the peace. It is alleged on February 12th, 2023, the man had borrowed a vehicle from someone known to him; however, failed to return the vehicle to the owner. On March 4th, 2023, he was taken into custody, charged accordingly and released to appear in court on April 6th, 2023.
MISCHIEF, CARRYING CONCEALED WEAPON, RESIST POLICE, POSSESSION OF A FORGED DOCUMENT, BREACH
Cornwall, ON – Male, 32, of Ottawa was arrested on March 4th, 2023 and charged with the following:
- Mischief under $5000
- Carrying a concealed weapon
- Resist police
- Possession of a forged document x 4
- Breach of release order x 5 (for failing to reside at a certain address, failing to remain at the address, travelling outside of a specified area, possessing a weapon and failing to abide by GPS monitoring requirements)
It is alleged on March 4th, 2023, the man was located inside of a Brookdale Avenue restaurant, in breach of his conditions, and police were contacted to investigate. During the investigation, the man attempted to flee from police and caused damage to a portion of the ceiling in the restaurant. After a brief struggle, he was taken into custody, at which time he was found to be in possession of four forged documents, as well as a concealed knife. The man was charged accordingly and was held in custody to await a bail hearing.
WARRANTS, POSSESSION OF A SCHEDULE I SUBSTANCE, UNAUTHORIZED POSSESSION OF A WEAPON, OBSTRUCT POLICE, BREACH
Cornwall, ON – Female, 28, of Cornwall was arrested on March 5th, 2023 on the strength of multiple warrants. She was also charged with the following:
- Possession of a Schedule I substance x 2 (Fentanyl and Methamphetamine)
- Carrying a concealed weapon
- Obstruct police
- Unauthorized possession of a weapon x 2
- Breach of release order x 6 (for contacting a certain person, being within a certain distance of them and possessing weapons)
It is alleged on August 3rd, 2022, the woman was in the company of someone she has conditions not to contact. It is further alleged on June 29th, 2022, the woman failed to attend court for a previous fail to attend court offence. Police were contacted and warrants were issued for her arrest. On March 5th, 2023, police located the woman, who identified as someone else to police while in the company of someone she has conditions not to contact. She was taken into custody, at which time she was found to be in possession of Fentanyl and Methamphetamine, as well as concealed knives. The warrants were executed and the woman was charged accordingly. She remained in custody to await a bail hearing.
BREACH
Cornwall, ON – A 31-year-old Morrisburg man was arrested on March 5th, 2023 and charged with breach of release order for contacting his ex-girlfriend. It is alleged on February 19th, 2023, the man contacted his ex-girlfriend, despite his conditions, and police were contacted to investigate. On March 5th, 2023, he was taken into custody, charged accordingly and held in custody to await a bail hearing. His name was not released as it would identify the victim in the matter.
DOMESTIC ASSAULT, ASSAULT CAUSE BODILY HARM, THREATS, MISCHIEF, BREACH
Cornwall, ON – A 24-year-old Cornwall man was arrested on March 5th, 2023 and charged with the following:
- Domestic assault with a weapon x 2
- Assault cause bodily harm (choking)
- Mischief under $5000
- Uttering threats x 2
- Breach of probation (for failing to keep the peace)
It is alleged on March 4th, 2023, during an altercation with his girlfriend, the man choked the woman, as well as struck her with a bat and a phone, breaking the phone. It is further alleged the man made threats to kill his girlfriend and her mother. Police were contacted and an investigation ensued. On March 5th, 2023, the man was taken into custody, charged accordingly and held for a bail hearing. His name was not released as it would identify the victim in the matter.
DISTRIBUTE INTIMATE IMAGE WITHOUT CONSENT, BREACH
Cornwall, ON – A 22-year-old Cornwall woman was arrested on March 5th, 2023 and charged with distributing an intimate image without consent, as well as breach of probation for failing to keep the peace. It is alleged on February 15th, 2023, the woman shared an intimate image of her ex-boyfriend on social media without his permission. Police were contacted and an investigation ensued. On March 5th, 2023, she attended police headquarters to deal with the matter. She was taken into custody, charged accordingly and released to appear in court on April 6th, 2023. Her name was not released as it would identify the victim in the matter.
WARRANTS, BREACH
Cornwall, ON – Male, 35, of Cornwall was arrested on March 5th, 2023 on the strength of two warrants. He was also charged with three counts of breach of probation for contacting a certain person, being within a certain distance of that person and failing to keep the peace. It is alleged in August 2022, the man failed to abide by the conditions of his release order and probation order and warrants were issued for his arrest. On March 5th, 2023, police located the man who was in the company of someone he has conditions to have no contact with. He was taken into custody on the strength of the warrants and released to appear in court on April 6th, 2023.
